6. ORAL COMMUNICATIONS AND CONSENT CALENDAR
Items on the Consent Calendar are considered to be routine by the City Council/Housing and Human Concerns Committee/Redevelopment Agency Board and will be enacted by one motion and one vote. The Consent Calendar category is limited to 15 minutes of comment to be all as determined by the Mayor/Chair. If you wish to speak to items on the Consent Calendar, please complete a speaker's card and give it to the Deputy City Clerk/Assistant Agency Secretary.
MOTION: waive reading of the Consent Calendar except the ordinances by title, adopt the resolutions and the ordinances, and approve other items.

Approval of a new Memorandum of Understanding (MOU) with the Police Officers’ Association (POA).

Approve by motion a MOU with the POA for a term of 3 years.

Agreement for support of the Redwood City Community Schools for FY 2008/2009 and 2009/2010.

Recommendation:
Approve and authorize the City Manager to execute the agreement between the City of Redwood City, County of San Mateo, and the Redwood City School District for support of the Redwood City Community Schools (formerly identified as Redwood City Family Centers) for fiscal year 2008/2009 and 2009/2010.

6.2 Section – Final Acceptance

Final Acceptance – Redwood Shores Branch Library (also known as the “Redwood Shores Community Library”) Project.

Recommendation:
Accept, by motion, the construction of the Redwood Shores Branch Library, authorize the release of bonds, authorize the release of retention less $150,000.00 which is representative of punchlist items pending completion, and authorize the Community Development Services Director to release said amount upon completion of punchlist items according to City procedures.

Adopt a resolution approving the sewer annexation of 711 Esther Lane, APN 058-245-020 and APN 058-244-030, to Oak Knoll Sewer Maintenance District subject to the following conditions.
1. The property owner pays a sewer connection fee of $550.00 per connection to the City.
2. The property owner agrees to consent to future annexation of the property to the City.

Consider and discuss: housing needs within a sub-regional context; the status of the city’s existing General Plan Housing Element; laws and requirements for the new Housing Element; roles, responsibilities and next steps in the planning process; and how best to bring policy tools to the implementation of the new Housing Element.
No decision or action on the Housing Element is required at this time.
