It was no surprise when the four council members up for re-election in November decided to run again. But Brett Garrett's declaration of candidacy Wednesday has caused a bit of a stir.

Garrett is running primarily to oppose the Cargill Saltworks development proposal, a stance that many Redwood City residents agree with.
